以日本國營鐵道沒有民營化，而是一直由政府管理運營的平行世界為舞台。長期的赤字壓力造成國鐵公司無暇顧及地方線路的運營，結果很多地方鐵道持續荒廢，民怨因此沸騰，甚至出現了以恐怖行動來要求鐵路民營化的極端分子——— 面對與日俱增的鐵道犯罪，國鐵公司決定成立「日本國有鐵道公安隊」來維持治安！
